In 2007, Livingston completed phase 2 of the Town Square lighting project. Phase 1 was on the courthouse side of the street, and phase 2 was on the outer merchant edge. The project was first envisioned by local leaders last century, and came to fruition shortly after renderings were completed, depicting a brighter downtown. Photos of downtown at night were taken before the project, but did not develop due to darkness.
Unlike some towns that recently began the renewal process, Livingston has been envisioning a better downtown since the mid seventies. In fact, pedestrian pods at each corner were installed over thirty years ago as part of a federal initiative of the TVA called TownLift. But the one element that was never completed was improving the lighting and relocating very large power transmission and phones lines off the square. It wasn’t until about 7 years ago when the community gained new funding and support that the community finally accomplished the enormous task.
The visioning project had a very limited scope, only addressing lighting and minor sidewalk improvements, and was a joint venture of the local power distributor and TVA. But the project impacted downtown profoundly. New visions for areas well beyond the square are now developing, and the county has recently engaged a local engineer to develop new landscaping plans for the courthouse itself, which it hopes to complete soon.
